WHEREAS, President George W. Bush and Vice President Richard B. Cheney have repeatedly and intentionally violated the Constitution of the United States causing the People to question the integrity of both the President and Vice President and to suspect that high crimes and misdemeanors have been committed. These violations include but are not limited to:
q Violating the People’s Constitutional right to privacy in their persons and papers by engaging in a persistent, secret and unregulated pattern of domestic surveillance that bypasses the institution (FISA) established for that purpose.
q Conspiring to deprive United States citizens of Constitutional legal protections and access to Justice when charged with or suspected of crimes.
q Exceeding Constitutional Authority to wage war by invading a sovereign nation in direct defiance of the United Nations Security Council.
q Acting upon an interpretation of the Constitution (the “unitary executiveâ€) that ignores standard Separation of Powers and regards the Presidency as unlimited in ability to wage war, bypass civil liberties and remain above the law.
WHEREAS, President George W. Bush and Vice President Richard B. Cheney repeatedly and intentionally misled the Congress, the International Community and the American People as to the risks posed by Iraq, as well as other groups or nations. These misrepresentations, and the actions they triggered, resulted in substantial loss of life to the People of the United States, loss of national treasure and the diminution of our nation’s standing in the world. Such misrepresentations include:
q Influencing, manipulating and distorting intelligence prepared by national agencies such as the CIA, NSA and FBI, so as to present a biased view of events that would support specific strategies favored by the Administration.
q Knowingly and publicly presenting untrue statements regarding Saddam Hussein’s acquiring uranium resources from Africa as part of a reconstituted Nuclear Program, as well as additional untrue statements that Iraq had fully active Chemical and Biological Programs as well.
q Presenting doctored photographs and satellite images to the domestic and international community to support such lies and manipulations.
WHEREAS, President George W. Bush and Vice President Richard B. Cheney have engaged in a pattern of behavior considered to be War Crimes per the Geneva Accords, United Nations Charter and other international treaties to which the United States is a signatory. This behavior includes use of torture, rendering persons to a third party where they will undergo torture and confinement without access to courts of law.
WHEREAS, President George W. Bush and Vice President Richard B. Cheney have abused their powers under the Constitution and engaged in a pattern of lying and deceit to cover up such abuses including:
q Excessive and obstructive use of Presidential Signing Statements as a strategy to bypass the execution of duly passed legislation as required under the Constitution’s separation of powers doctrine.
q Prohibiting, delaying and limiting cabinet members and staff members of the Administration from providing information to Congress in support of Congress’ standard oversight role.
q Revealing the identity of a covert CIA agent (Valerie Plame) engaged in Middle East intelligence work, presumably as a response to policy criticism by her spouse (Ambassador Wilson).
q Undermining the integrity, readiness and efficacy of governmental agencies such that the People are not reliably served and have reason to doubt the fair and equitable use of national resources. Examples include the Department of Justice, Veterans Administration, FEMA, National Guard, no-bid/no-oversight of government contracting and deployment of our nation’s Armed Forces without providing for sufficient equipment, training and mission planning.
BE IT RESOLVED, that we citizens of Los Angeles support the impeachment of George W. Bush, President of the United States and Richard B. Cheney, Vice President of the United States for high crimes and misdemeanors and if found guilty be removed from office.   We consider this both a local issue and a constitutional mandate. As citizens of Los Angeles we request that each of our city council members, senators and representatives in the United States Congress immediately cause to be instituted in the Congress of the United States proper proceedings for the investigation of the activities of the President George W. Bush and the Vice President Richard Cheney, to the end that they may be impeached and removed from such offices if such impeachment is warranted.
BE IT FURTHER RESOLVED, that a copy of this L.A. impeachment resolution be presented to every California Democratic Member of Congress and to any potentially interested parties.

RESOLUTION NO. 07-3578 (PREPARED IN CONJUNCTION WITH AND CO-SPONSORED BY LOS ANGELES NATIONAL IMPEACHMENT CENTER); A RESOLUTION BY THE CITY COUNCIL OF THE
WHEREAS, President George W. Bush and Vice President Richard Cheney have committed high crimes and misdemeanors as they have repeatedly and intentionally violated the United States Constitution and other laws of the United Stats, particularly the Foreign Intelligence Surveillance Act and the Torture Convention, which under Article VI of the Constitution is a treaty as part of the “supreme law of the land,†and
WHEREAS, George W. Bush and Richard Cheney have actee to strip Americans of their constitutional rights by ordering indefinite detentions of citizens, without access to legal counsel, without charge, and without opportunity to appear before a civil judicial officer to challenge the detention, based solely on the discretionary designation by the President of the United States that a citizen is an “enemy combatant,†all in subversion of law; and
WHEREAS, George W. Bush and Richard Cheney have ordered and authorized the United States Attorney General to override judicial orders for the release of detainees under the United States Citizenship and Immigration Services (formerly INS) under their jurisdiction, even though the judicial officer after full hearing has determined that a detainee is held wrongfully the government; and
WHEREAS, George W. Bush and Richard Cheney have ordered on at least 30 (30) occasions the National Security Agency to intercept and otherwise record international telephone and other signals and communications by American citizens without warrants from the Foreign Intelligence Surveillance Court of Review, duly constituted by Congress in 1978, and designated U.S. citizens as “enemy combatants,†all in violation of constitutional guarantees of due process; and
WHEREAS, George W. Bush and Richard Cheney have admitted to willingly and repeatedly to have violated the Foreign Intelligence Surveillance Act and boasted that they would continue to do so, each violation constituting a felony;
WHEREAS, George W. Bush and Richard Cheney have violated the United Nations Charter and other treaties prohibiting aggressive war by invading the sovereign nation of Iraq at great cost in lives, debt, and domestic security, without just cause or provocation, and has misled the United States Congress with deliberate or grossly, wantonly negligent falsehoods to obtain the Authorization for Use of Military Force Against Iraq Resolution (Public Law 93-102-1); and
WHEREAS, it is the uniform practice of the U. S. House of Representatives to receive petitions or resolutions from primary assemblies of people;
BE IT RESOLVED that the Council of the City of West Hollywood submits that the actions and admissions of President George W. Bush and Vice President Richard Cheney constitute ample grounds for their impeachment and trial, removal from office, and disqualification to hold and enjoy any offices of honor, trust, or profit under the United States.
BE IT FURTHER RESOLVED by the City of West Hollywood that we request our representative in the United States Congress submit this Resolution as a petition to be published in the U.S. Congressional Record and that he introduce Articles of Impeachment against the President and Vice President.
BE IT FURTHER RESOLVED the Clerk of the City of West Hollywood is hereby instructed to certify to the Clerk of the House of Representatives, under the seal of the City of West Hollywood, a copy of this resolution and its adoption by the Council, a copy shall be marked with the word “Petition†at the top and contain the authorizing signature of the City Clerk.
PASSED, APPROVED AND ADOPTED by the City Council of the City of West Hollywood at a regular meeting held this 16th day of July, 2007 by the following vote:

The Los Angeles City Council (15 members for 15 admin districts; 4 yr terms) is the governing body of the City of Los Angeles, California, United States. They hold regular meetings in City Hall on Tuesday, Wednesday and Fridays at 10:00am (except on holidays or if decided by special resolution not to meet). The Los Angeles City Council Memorial Media Center (Media Center) is where press conferences and interviews with the councilmembers take place.

Honk for Impeachment Wednesdays: we encourage local groups to pick a busy traffic corner, ideally near a media outlet or a congressional office, and go there from 4:30 - 6:00 p.m. every Wednesday (or another day if Wednesdays don't work for you) with signs that say Honk for Impeachment! (If you want, you can buy nice signs like these and add "Honk to" with a marker.) An optional variation is Car Washes for Impeachment, with free car washes for those who leave with an impeachment bumper sticker on their bumper.
