LANIC'S NATIONAL MODEL: Steps you can take to help your city/state grow the national movement to Impeach Bush & Cheney* (using L.A. as a reference point):

1.     Gather a bunch of friends and neighbors who are interested in impeachment. Or meet with local activist groups to see if they are interested.

2.      Review the arguments for impeachment, and the talking points, and be prepared to answer questions.

3.      Identify, if possible, a progressive council member and share your plan with them (targets for resolutions: Santa Monica, West Hollywood, and Los Angeles city councils).

4.      Find out the schedule for the next meeting of the town council or county supervisors meeting.

5.      Ask supporters to show up at the meeting.

6.      Poll members of the city council to see if they support impeachment.

7.      Circulate petitions for people in your city or county to sign urging passage of your resolution.

8.      Attend the city or county meeting. Ask permission and read the resolution.

9.      Deliver any citizen petitions you have collected. Ask your city or county to adopt the resolution.

10.Take pictures of the meeting for a local Los Angelesnewspaper (LA Times, LA Weekly, Santa Monica Daily News, The Argonaut, etc.).

11.Contact your local Los Angeles newspaper and tell them the story.

12.Be prepared to questions from the press in case the story is picked up on a wider scale.

13.When the resolution is passed then Prepare a cover letter with the word "Petition" at the top, asking that the Resolution be referred to the US House Judiciary Committee.

14.Attach a copy of your local resolution.

15.Sign the petition letter using an original authorizing signature. It cannot be a copy, fax or stamp.

16.Petitions without an original signature will be rejected so this is extremely important.

17.The signature must be from the head of the group, or whoever else has the authority to sign for the group. For a town that is typically the Mayor and/or City Clerk. Your town may be different.

18.Send the package to: Speaker of the House, H-209, The Capitol, Washington D.C. 20515 (see tips)

19.The petition will then be given to the Parliamentarian Office. They are a non-partisan office and do not reject petitions as long as it has an original signature. They will decide which committee it will go to. Impeachment charges are generally referred to the Judiciary Committee.

20.The petition will then be sent to the Legislative Resource Center and "laid on the desk of the Clerk".

21.The Clerk of the House of Representatives will assign the "Petition" to the House Judiciary Committee based on the recommendation from the Parliamentarian Office. (see warnings).

22. KEY JUDICIARY COUNCIL -  LOS ANGELES’  CONGRESSIONAL REPRESENTATIVES - This Committee has a large number of Los Angeles representatives.  It is especially noteworthy and worht focusing on because it considers the charges and adopts a resolution to conduct an inquiry.  The 5 Los Angeles Congressional representatives on the US Judiciary Council are very important to focus on (in presentation meetings & handwritten letters are -- by far -- the most effective tools!).  The 5 reps we are focusing on are (1) Maxine Waters (35th District), (2) Howard Berman (28th District), Adam Schiff (29th District), (4) Brad Sherman (27th District) and (5) Linda Sanchez (39th District).   

23.The resolution is sent from the Judiciary Committee to the House floor for a vote as a "question of privilege".

24.House of Representatives votes and passes the resolution by a majority vote.

25.The House Judiciary Committee conducts the inquiry or investigation into the crimes.

26.The House Judiciary Committee approves articles of impeachment by a majority.

27.The House of Representative debates each article and passes at least one with a majority vote. The US president is now officially "impeached".

28.The Senate conducts a trial and convicts with a 2/3 majority vote.  The President and hopefully his VP and others, are removed from office.  Celebrate.

NATIONWIDE IMPEACHMENT TRENDS
The list of state Democratic Parties that have passed resolutions urging the impeachment of Bush and Cheney has recently grown to 15. Meanwhile, 11 state legislatures have introduced such resolutions, which have now been passed by at least 81 cities and towns and a growing list of labor unions and other organizations.
